              DESCRIPTION:      This is the 1-3 digit code to be included on code sheets transmitted to FMS that indicates the
                                authority that was used for the 1358 creation.  

              TECHNICAL DESCR:  Fields .01 and .07 may be the same or different. The .01 is what the user selects from a coded
                                list. The .07 is what is actually sent to FMS in the code sheet, sometimes the .07 is a Numeric and
                                sometimes it is a Numeric + an Alpha Coded value.  They are only the same if it is numeric only.  
                                 
                                In a (primary) authority code record, the FMS code is the numeric authority code, if it's a
                                sub-authority code record, the FMS code is the numeric (primary) authority code followed by the
                                alpha sub-authority code.
