This locally populated file contains the names of users that can provide services to patients within the Event Capture package.  
 
These users may only be selected for workload associated with a DSS unit that is set to not send records to PCE.  Traditionally,
only licensed providers are selected for workload within Event Capture.  This file identifies those people who can provide a
service, even though they aren't licensed providers.
