DESCRIPTIONThis RPC returns all open appointment requests (up to 200 per request
type). If the station number is passed in, only records for that
station/institution will be returned.

If the station number
parameter is passed in, it will only return records for the institution
associated with that station number.

Can only be invoked by Acheron
